Republic of Korea obligations for post quantum migration, AI, finance and data.

The Republic of Korea plans to complete its transition to post quantum cryptography by 2035, has enacted a framework for AI, and sets duties for electronic finance, virtual assets and personal information. This page maps each to the mechanisms of the Qstamp family.

Checklist

Five steps for Republic of Korea.

Plan the national transition to post quantum cryptography to be completed by 2035.

Follow the KpqC programme of the Ministry of Science and ICT and the National Intelligence Service.

Prepare cryptographic modules for KCMVP validation where national systems require it.

Label AI generated content under the AI Basic Act with QTrace provenance.

Keep personal information within the organisation under the Personal Information Protection Act.

Questions

Questions institutions ask.

What is the Korean post quantum plan?

The Ministry of Science and ICT and the National Intelligence Service lead a national plan to transition public and critical systems to post quantum cryptography by 2035, supported by the KpqC algorithm programme.

How does Qstamp support the AI Basic Act?

QTrace binds provenance to AI generated content and anchors it when the content is created, so labels can be verified later.

Is Qstamp validated under KCMVP?

Not yet. KCMVP validation is a separate national process. Qstamp uses NIST standardised algorithms and its cryptographic profile can be prepared for national validation.

Scope

How to read this page.

Dates and requirements reflect the published position as of October 2026. Qstamp supplies technical evidence of integrity, authorship and time that supports these duties. It does not by itself make any organisation compliant, and each organisation remains responsible for its own obligations.
